President / Executive Director Lt. Hal Downes, Jr. (Father) USAF / MIA 1952 Rick has spent three decades collaborat-ing with Congressional offices, the Department of Defense, non-governmental organizations, and family members of the missing men to further the recovery mission. He has traveled to North Korea to negotiate for the return of remains of U.S. servicemen and joined then Vice President Pence in the Honorable Carry ceremony welcoming home remains returned by the DPRK following the Singapore Summit. |

Donna Knox
Secretary/Legislative and Policy Liaison Lt. Hal Downes, Jr. (Father) USAF / MIA 1952 Memorial - Hal Downes Donna is a lawyer and founding member/past president of the Coalition. She has advocated on Capitol Hill for congressional support since the early 1990's. Donna has travelled to Russia, China, North Korea and a number of former Soviet countries in search of information pertaining to missing American servicemen. |

Mr. Keith Luse
(Executive Director, National Committee on North Korea)
Previously, Mr. Luse was the Senior East Asia Policy Advisor for Chairman and later Ranking Member Senator Richard Lugar at the U.S. Senate Foreign Relations Committee. Mr. Luse had numerous meetings and interactions with North Korean officials. Topics of focus included American P.O.W.s from the Korean War.
Mr. Daniel Jasper

Mr. Jasper works on multidisciplinary solutions for climate change and poverty alleviation, particularly in South Asia and sub-Saharan Africa. Previously, he worked for the American Friends Service Committee, where he advocated for peace, humanitarian cooperation, and international development in Asia with an emphasis on US–North Korea and US–China relations.
Mr. Mickey Bergman

Mr. Bergman manages private diplomacy efforts in N. Korea, Cuba, Myanmar, Middle East, Africa, and negotiates release of political prisoners.

Mike Badzioch, Technology
SSG. Joseph Dougherty (father-in-law) USAF / MIA 1951 Mike provides computer programming and database support for the Coalition. In 2015, he developed an interactive website to display (on larger monitors) U.S. Military Casualties from 1950 to 2000 according to user-specified criteria and he is currently the principal coordinator of Heroes Remembered, LLC, which works with the Ministry of Patriots and Veterans’ Affairs, Republic of Korea, to organize an annual Revisit Korea trip to the Korean Peninsula for families of Korean War MIA/KIA servicemen. |
